DSA implementation in practice: First-wave findings from Digital Services Coordinators

The Digital Services Act establishes a common framework for online platform accountability across the European Union, but its day-to-day operation depends on national institutions, resources and coordination. To examine how implementation is taking shape, MedDMO conducted an exploratory cross-national survey of 14 national Digital Services Coordinators between 3 June and 15 July 2026.

The study maps institutional organisation, complaint handling, trusted flaggers, platform cooperation, data availability and the main legal, technical and operational challenges encountered by national authorities. The findings show that core elements of the DSA enforcement architecture are in place, but capacity and operational experience vary considerably. Complaint handling is a particular stress test, while platform responsiveness and access to structured, research-ready data remain uneven.

The report and accompanying presentation identify practical priorities for the next phase of DSA implementation, including clearer guidance, stronger shared complaint workflows, adequate resources, better platform cooperation and more comparable data. The findings are intended to support cross-national learning and policy development, rather than to evaluate or rank individual national authorities.
