Information manipulation and influence operations pose a significant threat to the integrity of electoral processes and the quality of public discourse. During election periods, the rapid spread of misleading or manipulated content, such as deepfakes or coordinated disinformation campaigns, can distort citizens’ perceptions of reality and undermine their ability to make informed political choices.
In the European Union, Very Large Online Platforms and Search Engines (VLOPSEs) carry a particular responsibility to identify and mitigate systemic risks affecting democratic processes. These obligations are outlined in the Digital Services Act (DSA), alongside commitments under the Code of Conduct on Disinformation. Within this context, the Mediterranean Digital Media Observatory (MedDMO) actively monitors and analyses the online information environment during this critical electoral period.
Through this effort, MedDMO contributes to the identification of potentially harmful content circulating on major online platforms, with the aim of alerting relevant stakeholders to possible breaches of platform policies or DSA obligations. Particular attention is given to phenomena such as coordinated inauthentic behaviour (CIB), which may distort the electoral information ecosystem regardless of their origin or political alignment.
It is important to note that any subsequent action regarding such content remains the sole responsibility of the platforms concerned, which must assess each case in line with their policies, while respecting fundamental rights, including freedom of expression.
